§ 53.09 WATER RATES.
   The water rates to be charged for each class of service, including minimum charges, charges for water used over the minimum, and service connection charges, shall be as follows:
   (A)   Residential service.
      (1)   Residential-1 (inside city limits). Minimum monthly charge, 400 cubic feet: in an amount as set by resolution of Council from time to time; and
      (2)   Residential-2 (outside city limits). Minimum monthly charge, 400 cubic feet: in an amount as set by resolution of Council from time to time.
   (B)   Commercial service.
      (1)   Commercial-1 (inside city limits). Minimum monthly charge, 400 cubic feet: in an amount as set by resolution of Council from time to time; and
      (2)   Commercial-2 (outside city limits). Minimum monthly charge, 400 cubic feet: in an amount as set by resolution of Council from time to time.
   (C)   Standby fire service (standby fire protection only). The rates are as follows:

   (D)   Contract service (industrial, independent water district, and all other special contract authorized by the City Council). To the above minimum monthly charges for usage in excess of 400 cubic feet shall be added charges according to the following rates:

   (E)   Water rates with meters. The city’s water rates provisions are hereby adopted by reference and incorporated herein as if set out in full.
   (F)   Service connection charge. The charge for installing a new service which includes excavation and backfill, tapping the main, laying the pipe, installing the meter, yoke, and meter box, and replacement of surfacing materials shall be as follows:
