8-4-2: PROHIBITED CONDUCT:
It shall be unlawful for any person:
   A.   Hours: To be in any designated public playground and recreation area during the hours when such areas are closed to public use. Except as otherwise provided, village park areas shall be open from sunrise in the morning until sunset in the evening that same day and shall be closed to the public from sunset each day until sunrise the following day except under certain circumstances:
      1.   When the village is conducting a program or has issued a permit for a special activity, or providing a service; or
      2.   In any outdoor park facility that is equipped with either functioning general area or athletic lighting (excluding security lighting), the closing time shall be extended to ten thirty o'clock (10:30) P.M. when in actual use.
Exception: Athletic field lights one hundred (100) yards or more from the nearest residence may be used for organized programs until eleven thirty o'clock (11:30) P.M., May through October.
   B.   Damage To Property: To destroy, deface, remove or intentionally damage any playground equipment, accessory facilities, signs or barricade gates or chains therein.
   C.   Alcoholic Beverages: To have in his possession in any designated public park or playground and recreation area any alcoholic beverage, except when such alcoholic beverage is possessed pursuant to proper permit issued by the liquor control commissioner for use in a specific recreation area at a specific time.
   D.   Motor Vehicles: To operate any motor vehicle, motorbike, snowmobile, or other motor driven apparatus upon or across any designated public park or playground and recreation area other than upon any road, lane or parking area set aside for such purpose.
   E.   Park And Recreation Village Policy: To violate the following "Village Of Glendale Heights Parks And Recreation Village Policy 2002-01":
      1.   Rules:
         a.   All parks are open from dawn to dusk unless otherwise posted. Certain lighted baseball fields, lighted tennis courts, lighted skatepark, lighted ice rinks, and lighted basketball courts shall remain open as permitted.
         b.   Motorized vehicles are only allowed on designated roadways and parking areas. The speed limit is ten (10) miles per hour. Cruising is prohibited in any restricted area.
         c.   Bicycles are only allowed on paved areas and bike paths.
         d.   Permits are available at the parks, recreation and facilities department administrative offices for group rentals and community events.
         e.   The director or designee may close areas to the public or otherwise restrict use until such time as the area or facility can be made available for public use. Notice of closure shall be posted, and patrons shall not enter a restricted area.
         f.   Persons bringing pets or other animals into outdoor park areas shall keep them under confinement or direct control. Leads on leashes used to control animals shall not be more than six feet (6') long. Patrons shall not permit a pet or other animal to remain unattended or create a disturbance or a hazard. The pet owner shall be responsible to pick up and dispose of dog feces.
         g.   Outdoor grills are available for picnic use. No person may light, build or maintain a fire in any other area without permission from the director or designee. Patrons must completely extinguish all fires before leaving the park. Never throw lighted matches, burning cigarettes or other flammable material in any park area.
         h.   Alcoholic beverages are only permitted in the parks if approved in writing by the liquor control commissioner.
         i.   Swimming, bathing, and wading may take place only in places provided for these activities.
         j.   Trash must be placed in trash containers. If trash containers are not provided, trash must be taken with you to avoid littering.
         k.   Playground areas have been designed for age appropriateness, generally under the age of twelve (12) years old. Patrons should be mindful of the appropriateness of the apparatus and use caution when engaged in play.
         l.   Patrons should cooperate in keeping the restrooms and washrooms in a neat and sanitary condition.
      2.   The village prohibits:
         a.   Damaging, disturbing or removing any part of a park site including animal and plant life.
         b.   Dumping or storage of personal items, which includes yard waste (grass clippings, leaves, and branches).
         c.   The use of bikes, skateboards, rollerblades, or skates on tennis courts, patio areas, playground areas, and athletic fields.
         d.   At no time shall skates, bikes, rollerblades, or skateboards be allowed on benches, rail ledges, and ramps within any park except within the skatepark located at Camera Park.
         e.   Bottles, containers, or other items made of glass.
         f.   Golfing and golf practice.
         g.   Roller hockey, skateboarding, basketball, baseball, etc., on the tennis courts.
         h.   Feeding the geese.
         i.   Solicitation, vending, advertising, or signposting except by special permission of the director or designee.
         j.   Operate or use any audio device or musical instrument in such a manner and at such times so as to create excessive noise or nuisance.
         k.   Use obscene or objectionable language or gestures; engage in disruptive, destructive, or hazardous conduct.
         l.   Obstruct or reasonably interfere with the general public in their normal use of the park.
         m.   Overnight parking of vehicles that are not approved by the village. (Ord. 2005-19, 4-7-2005)
