7-2-2: LICENSE REQUIRED; INVALIDITY:
   A.   License Required:
      1.   All residents of the Village who own, operate, maintain, house, store, rent, lease, or have custody of a vehicle or series of vehicles that is/are registered with the Illinois Secretary of State to an address within the Village shall obtain a Village vehicle license for the current year for the use of such vehicle on any public street or highway within the Village. Residents of the Village are required to present a valid current Illinois registration showing that the vehicle is registered to them at their Glendale Heights address prior to obtaining a vehicle license.
      2.   No resident of the Village shall use, cause or permit any of his agents or employees to use any motor vehicle upon the public streets or highways in the Village unless such vehicle is licensed by the Village.
   B.   Proof Of Residency:
      1.   All residents to whom the Village mails a current year vehicle license application shall not be required to present a valid current Illinois registration showing that the vehicle is registered to them at their Glendale Heights address prior to obtaining a vehicle license as long as the information contained in the application is current and valid.
      2.   All residents of the Village who are in possession of a rented or leased vehicle and the vehicle is not registered to them at their Glendale Heights address shall present a valid current rental or lease agreement for the vehicle prior to obtaining a vehicle license. The rental or lease agreement must reflect the resident's Glendale Heights address.
      3.   Students attending college or a technical/trade school who reside in the Village, but are not residents of the Village, and who do not possess a vehicle registered to their Glendale Heights address, may nonetheless obtain a vehicle license by presenting a valid current housing lease or rental agreement and current valid student identification. The housing lease or rental agreement must reflect the student's Glendale Heights address.
      4.   All residents of the Village who operate, maintain, house, store, or have custody of a vehicle or series of vehicles that is/are owned, rented, or leased by their employer and not registered with the Illinois Secretary of State to an address within the Village shall present proof from their employer that the vehicle is in the possession of the resident of the Village and that the resident is authorized to use the vehicle. In addition, the resident of the Village must present proof that the vehicle is owned, rented, or leased by his employer.
      5.   If a resident is unable to present a valid current Illinois registration, then the Finance Director, or her designee, in her or her designee's sole discretion, may accept a current utility bill, a current lease, a valid driver's license, or any other valid form of proof deemed acceptable to evidence residency within the Village of Glendale Heights.
      6.   If a resident is unable to present evidence of residency, the Finance Director, or her designee, may issue a Village vehicle license to such resident at an annual fee that is double the normal fee for a vehicle license under this chapter.
   C.   Invalidity Of License If Obtained Through Fraud: It shall be a violation of this chapter to obtain a Village vehicle license by or through fraud, misinformation, misrepresentation or falsifying documentation. Any Village vehicle license obtained or displayed by such means shall be invalid and void. (Ord. 2019-25, 4-18-2019)
