No person shall be permitted to conduct a house or garage sale from his premises or participate in a garage or house sale conducted by another resident more than four (4) times during any calendar year. No more than four (4) permits shall be issued to any person as a permit holder or permit participant during any calendar year for the purpose of conducting or participating in such house or garage sale.
