4-3-5: LICENSE AND COMPLIANCE REQUIRED:
   A.   It shall be unlawful to sell or offer for sale at retail in the village any alcoholic liquor without having a retail liquor dealer's license or in violation of the terms of such license.
   B.   It is unlawful for any business or club to allow the consumption of alcoholic beverages on the premises of that business or club unless the business or club has a validly issued liquor license. However, a business or club may allow the consumption of alcoholic beverages on the premises of that business or club without a valid liquor license, limited to events of a special occasion, such as a grand opening, and the consumption of alcoholic beverages is without fee or charge at said special occasion.
   C.   It shall be unlawful to sell or offer for sale at retail, to give away or to keep with the intention of selling at retail or giving away, alcoholic liquor on the premises of any adult entertainment cabaret within the village without having a class A-R local retail liquor dealer's license.
   D.   It shall be unlawful to sell or offer for sale at retail, to give away or to keep with the intention of selling at retail or giving away, alcoholic liquor on the premises of an establishment within the village where more than twenty (20) televisions, video monitors or screens display broadcast video programming, cable video programming, direct satellite video programming or prerecorded video programming for observation by patrons without having a class A-V local retail liquor dealer's license.
