Before subdividing any tract or parcel of land in the village and in the unincorporated areas one and one-half (11/2) miles beyond the village limits which are in the jurisdiction of the Planning and Zoning commission, an owner or subdivider shall submit a preliminary plat and a final plat to be acted upon by the village in accordance with the requirements of this chapter.
