No plat of any subdivision shall be valid or entitled to record unless and until it has been approved by the village board, upon favorable recommendation of the Planning and Zoning commission if within the corporate limits of the village, or if outside the corporate limits and within the area under the jurisdiction of the village, provided by statute.
