§ 151.03 FEE SCHEDULE AND PROCEDURES.
   (A)   All structures, new, alterations, demolitions, miscellaneous, signs and miscellaneous construction, excepting as listed elsewhere in this chapter, shall have fees based on the cost of construction:

   (B)   The estimated cost of construction is to be based on the total cost of all improvements and construction including labor and materials. Where the provided estimated cost on the permit application differs in noticeable amounts from standard published costs of construction, the Building Official shall charge the permit fee based on the standard published costs as estimated.
   (C)   All applications for a permit shall include a processing fee equal to one-half the permit fee. The processing fee is not refundable. The processing fee is deducted from the total cost of the permit.
   (D)   The permit fee may be doubled when construction begins prior to the issuance of a required permit.
   (E)   Projects of an unusual scope, or of a type that is not covered in the fee schedule, or that require extra time beyond the normal scope of work are to be billed to the applicant or owner at a rate of $75 per hour.
   (F)   All projects that require engineering review or other professional consultation services shall have the consultant’s total incurred costs and full compensation added to the total cost of the permit.
   (G)   Refunds may be provided where requested within six months of the original permit when the project is not started, or the permit has expired without completion of the project. The refund is to be no more than one-half of the permit fee, less the processing fee. No refund is to be provided for an amount less than $70.
   (H)   Permit renewals may be issued when just cause for the delay is substantiated. Permit renewals where no plan review is required may be provided for a one-time renewal for six months for a permit fee equal to one-half the original permit fee. Renewals that require plan review will also be billed for the hourly review time at $70 per hour.
   (I)   Miscellaneous residential structures including but not limited to carports, garages, decks and porches, the permit fee shall be a flat $70.
   (J)   For residential mechanical replacements, the permit fee shall be $70 for heating or air conditioning each unit, and $90 for combined heating and air conditioning replacements.
   (K)   For commercial mechanical replacement the permit fee shall be $130 for each replacement heating or air conditioning unit.
   (L)   Commercial re-roofing permit fees shall be based on the cost of installation, but shall not exceed a maximum cost of $400.
   (M)   The cost of demolition permit fees for all construction shall be based on the cost of the work but shall not exceed $100 for residential demolition or $400 for commercial demolition.
   (N)   The permit fee for a requested certificate of occupancy for existing commercial buildings for which a building permit is not required shall be $150 for each occupant for each 25,000 cubic feet of building volume. This fee is to be paid in full at the time of application and is not refundable.
   (O)   Each permanent sign shall have a permit fee of $40 for the first 100 square feet of sign area and a permit fee of $100 for each sign in excess of 100 square feet.
   (P)   A temporary sign shall have a permit fee of $30.
   (Q)   Residential building permit exceptions: For residential construction, not regulated by the Ohio Building Code, a zoning permit only, not a building permit, is required for pre-manufactured non-habitable accessory structures up to 120 square feet in area, for pre-manufactured above ground swimming pools, for pre-manufactured antennas anchored to the dwelling or less than eight feet high, for non-structural window replacement, siding, gutters, driveways, for fences four feet or less in height, or for non-engineered retaining walls four feet or less in height. The zoning fee is $40.
   (R)   No inspections are provided for residential work for which a building permit is not issued. The absence of inspections does not relieve the applicant of the responsibility to comply with all zoning requirements, all other applicable regulations and for installing all items in accordance with the manufacturer’s specifications and standard practices.
   (S)   The fee for an appeal shall be a minimum of $100.
