§ 156.02 DEFINITIONS.
   For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   BUILDING CODE.  Chapter 150 of this code, amendments, revisions, and supplements thereto.
   DWELLING. A structure or portion of a structure designed for or used for human habitation.
   NONRESIDENTIAL STRUCTURE. A structure or part thereof which is used for other than residential purposes and, where applicable, the premises on which such structures are situated.
   OWNER. Any person, who alone, jointly or severally with others shall be in actual possession, have charge, care or control of, any building, premises, or vacant lot within the village as owner, whether individual, firm, partnership, or corporation, or as trustee or guardian of the estate or person of the title holder, and shall include the owner of record as reflected by the most recent transaction in the County Recorder's office.
   PLUMBING. All gas pipes and gas burning equipment, waste pipes, water closets, sinks, lavatories, bathtubs, catch basins, drains, vents, and any other provided fixtures together with the connections to the water, sewer, or gas lines.
   SECURED. A covering placed over all doors and windows consisting of 1/2-inch thick plywood attached to the framing of all such doors and windows by wood screws of a minimum length of 1-1/2 inches, placed 12 inches on center. Such plywood shall be painted with a minimum of two coats of exterior paint. Such paint shall be approved by the Building Inspector.
   SUBSTANDARD. All structures used for nonresidential purposes which do not conform to the minimum standards established by this chapter.
   UNSAFE. As applied to a structure is a condition or combination of conditions liable to be a danger or hazard to the life, safety, or health of persons occupying it or frequenting it or of the public and in danger of settlement, movement, disintegration, or collapse, whether such danger arises from the method or materials of its construction or from equipment installed therein for the purposes of lighting, heating, the transmission or utilization of electric current, or from obsolescence or deterioration, or from its location or otherwise.
   UNSANITARY. As applied to a structure means liable to be a danger or hazard to the health of persons occupying or frequenting it, or to the public, if such danger arises from the method or materials of its construction, or from equipment installed therein for the purposes of lighting, heating, ventilation, or plumbing, or from existing conditions liable to cause rat infestation, vermin infestation, accumulations of trash,or debris in the building, yards, or accessory structures on the premises.
   UNUSABLE. Any nonresidential structure or part thereof or any fixture or facility required therein, not in such physical condition as to safely perform the service or services for which it is designed or intended.
