This chapter is based on the comprehensive village plan adopted on June 22, 1944 and is designed to assist in carrying out the objectives and recommendations of this plan including the maintenance and enhancement of the village as a fine residential area for all of its citizens. Other purposes of the village plan and zoning code are to lessen congestion in the public streets and to promote the health, safety, and general welfare. This plan has been formulated with due consideration, among other things, to the character of each district within the municipality and its peculiar suitability for particular uses, to the conservation of property values, to the existing uses and the preservation of their value, to the prevention of the undue concentration of population and to the facilitation of the adequate provision of transportation, streets, highways, sanitary sewers, water, storm drainage, police and fire protection, schools, and recreation areas.
