§ 153.07 REQUIRED SUBDIVISION IMPROVEMENTS.
   (A)   General.
      (1)   Plans for improvements required in this section shall be prepared by a registered engineer. The improvements listed below shall be installed prior to the approval of the final plat, which is prepared for recording purposes. In lieu of actual completion of such improvements, the subdivider may file with the Village Council a surety bond to secure to the Village Council the actual construction of such improvements in a manner satisfactory to the Council and within a period not to exceed two years. Such bond shall be in the amount and with surety and conditions satisfactory to the Village Council and shall be adequate to cover the cost of the improvements.
      (2)   The owner of the tract may prepare and secure tentative approval of a final subdivision plat of the entire area and may install the above improvements only in a portion of such area, but the improvements must be installed in any portion of the area for which a final plan is approved for recording, and the owner may sell or lease or offer for sale or lease lots only in the improved portion of the property.
      (3)   The same minimum improvements are required in all subdivisions irrespective of the future ownership of any or all of them.
   (B)   Permanent markers.
      (1)   All subdivision boundary corners and the four corners of all street intersections shall be definitely marked with permanent monuments. A permanent marker shall be deemed to be concrete with a minimum dimension of four inches extending below the frost line or steel pipe firmly imbedded in concrete which extends below the frost line. Should conditions prohibit the placing of monuments on line, off-set marking will be permitted, provided, however, that exact off-set courses and distances are shown on the subdivision plat.
      (2)   A permanent bench mark shall be accessibly placed and accurately noted on the subdivision plat.
   (C)   Street improvements.
      (1)   All streets shall be graded and the roadway surfaced. All grading and surfacing shall be done under the supervision of the Village Engineer and be subject to his approval. Roadway surfacing shall conform to the standard specifications of the County.
      (2)   Street surfacing shall be at least 26 feet wide including curb and gutter which is required; provided, however, that cul-de-sac streets not over 400 feet in length need not be wider than 20 feet including curb and gutter.
      (3)   All cul-de-sac streets shall terminate in a paved turnaround with a width of 20 feet, a minimum inside radius of 30 feet and a minimum outside radius of 50 feet.
   (D)   Sidewalks.
      (1)   Sidewalks meeting village specifications at least four feet wide shall be provided along all major thoroughfares.
      (2)   Sidewalks at least four feet wide shall be provided along both sides of all streets.
   (E)   Water lines.
      (1)   Water lines connected to the village water supply shall serve every lot in a subdivision.
      (2)   Fire hydrants shall be installed in accordance with the requirements of the village.
   (F)   Sanitary sewers. The subdivider shall connect with the sanitary sewer system of the village and provide adequate sewer lines accessible to each lot.
   (G)   Storm drainage. Adequate provision shall be made for the disposal of storm water subject to the approval of the Village Council.
   (H)   Electric power and telephone service shall be provided for each lot. All such service shall be underground.
   (I)   Street lighting shall be provided in accordance with village specifications or as approved by the Commission.
   (J)   Street signs shall be provided in accordance with village specifications.
   (K)   Street trees shall be planted in variety, size, and location as approved by the Commission.
