(A) Any sale or contract of sale or agreement to purchase any lot or division of land or any condominium either by lot description or by metes and bounds shall require prior to any sale or contract of sale or agreement to purchase and before delivery of a deed the approval and recording of a plat as required in this chapter.
(B) Every subdivision of land within the village shall be shown upon a plat and submitted to the Commission for approval or disapproval. Upon approval the Commission shall so endorse the plat and submit the plat to the Village Council for its consideration, approval, modification, or disapproval. If the Commission does not approve the plat it may then be approved by the Village Council only after a three-fourths vote of all members elected thereto. No plat shall be recorded in the office of the Recorder of Deeds, no lots shall be sold from such plat or any condominium sold, unless and until approved as herein provided.
(C) Approval of subdivision plats shall follow this procedure:
(1) Applicant shall prepare a preliminary plan. (See § 153.04).
(2) The preliminary plan shall conform with subdivision design standards. (See § 153.05.)
(3) The preliminary plan is approved or disapproved. (See § 153.06.)
(4) The applicant prepares plans for subdivision improvements. (See § 153.07.)
(5) Subdivision improvements shall conform with subdivision improvement standards. (See § 153.07.)
(6) The applicant installs the improvements or submits a bond guaranteeing their installation subject to approval by the Village Engineer. (See § 153.08.)
(7) The applicant prepares and submits the final plat. (See § 153.09.)
(8) The final plat is approved or disapproved. (See § 153.08.)
(9) The final plat is recorded. (See § 153.10.)
