Before any improvements are begun on the streets the owner shall first have presented to Council a complete plan showing the proposed improvements, including profiles, cross sections, and proposed grades, as well as all necessary underground utilities such as sewers, water mains, and appurtenances, and the like, and in the event the proposed plans and grades are satisfactory to the Council, the grades will be established by ordinance of the Council.
