Wherever a public street, avenue, road, or highway crosses another public street, avenue, road, or highway in the village, it shall be unlawful for any person, firm, or corporation to erect, construct, or maintain any billboard or signboard within a distance of 100 feet from the nearest corner of the intersection of the cross streets, avenues, roads, or highways.
