It shall be unlawful for any one to deposit any dirt, rubbish, stones, brick, lime, or other material (except in case of erection of buildings for which a proper permit has been obtained), in any road, street, avenue, or other highway in the village, and allow the material to remain there over 24 hours; or otherwise to obstruct in any manner or form, or to block any portion of any road, avenue, street, or other highway in the village, or to erect any building, or other structure on the road, avenue, street or highway.
