(A) All avenues, streets, sidewalks, and gutters shall have a uniform and connected grade, and ample provision shall be made for their thorough drainage. Whenever any water shall have to be carried across an avenue, street, or sidewalk, it shall be done by a covered culvert, fixed under the direction of the proper committee of Council, in accordance with ordinance made and provided therefor.

(B) Whenever any avenue, street, or sidewalk shall be improved under ordinance, the grade thereof, as fixed at the time of the improvement, shall not be thereafter changed unless by authority of subsequent ordinance.

(C) Whenever the grade of any avenue, street, sidewalk, or gutter shall be changed, or any avenue, street, sidewalk, or gutter shall have obstructions of any kind placed thereon, without the authority of the proper committee of Council, approved by ordinance, it shall be the duty of the committee or of the Mayor or Marshal, to notify the owners of property abutting on the avenue, street, sidewalk, or gutter thus changed or obstructed, to restore the grade or remove the obstruction within one week. In default thereof, it shall be the duty of the proper committee of Council to have the work done at the expense of the owners of property, or of the party causing the change or obstruction. If the committee finds the change necessary, they may report the change to the Council for action, and, until the action, suspend their proceedings.
