SCHEDULE VII. NO THROUGH TRAFFIC.
   (A)   No person shall operate a vehicle on a posted no through traffic street unless they have a departure or destination within the corporate limits of Glendale and or a departure or destination of a residence or business with frontage on said restricted street.
   (B)   The following are designated as “No Through Traffic Streets”:
