SCHEDULE II. STOP STREETS.
   (A)   Vehicles proceeding on "Stop Streets" shall have the right-of-way over those vehicles going on intersecting or abutting streets or highways, except where traffic signs designate otherwise.
   (B)   Main thoroughfares and arterial highways herein or here-after declared or established, and such streets as are herein or hereafter declared to be "Stop Streets" shall be marked by appropriate signs. The Mayor or Chief of Police may have placed at or in the approach to any intersection of two or more streets a stop sign and any street in the approach to which such stop sign is placed is declared to be a "Stop Street."
   (C)   Drivers of vehicles proceeding on intersecting or abutting streets or highways, upon reaching any main thoroughfare or arterial highway or "Stop Street," shall bring their vehicle to a complete stop before entering upon or crossing such main thoroughfare or arterial highway.
   (D)   The following are designated as "Stop Streets":
