(A) No person having in any way the charge, command, or control of any railroad locomotives, engines, or cars shall permit the same to remain across any public road, street, or alley within the limits of the village for a period longer than five minutes to the hindrance or inconvenience of travel thereon.
(B) Nothing herein contained shall be so construed as to affect or interfere with the arrival or departure of regular railroad trains moving across such street or public highway, without stopping, at a legal rate of speed; or with such regular railroad trains while stopping at a station or depot to permit passengers to board or leave such trains.
