(A) It shall be the responsibility of the property owner to pay the cost of constructing the water service line from the point where such service line connects with the water main into the building or premises served.
(B) The village shall maintain the curb cock, control cocks, valve boxes, and the service line from the water main to the curb cock without expense to the property owner. The service line and other equipment used in the supply of water from the curb cock into the building or premises served shall be maintained free of defective condition at the expense of the owner or occupant of the property.
