In the event that Council shall from time to time make arrangements with individuals or organizations, for renting the hall for stated weekly meetings, or otherwise, at a special rent, as hereinafter provided, the Chairman of the Council Committee on Public Buildings and Parks shall so notify the Village Administrator, and he shall instruct the janitor to open up the hall regularly for the stated meetings, without special authority for each meeting. In no event shall any person have possession of any key to the rooms, or be permitted to open the hall in absence of the janitor.
