The rent for the upper hall of the Town Hall shall be in an amount as Council, from time to time, by ordinance shall determine, but in no event shall the hall remain open after midnight, except for cleanup. There shall be two tiers of fees established by Council, to wit: (1) residents and/or Glendale organizations; and (2) non-residents and/or non-Glendale organizations. Only beer and wine may be served therein and it shall be the tenant's responsibility, when applicable, to secure licensing for said beverages from the State of Ohio.
