The Planning Commission shall have power to control, appoint, or employ architects, engineers, and other professional service, and clerks, draftsmen, and other subordinates as it shall deem necessary for the performance of its functions. The expenditures for the service and employments shall be within the amounts appropriated for the persons by the Council, and Council shall provide for the expense and accommodations necessary for the work of the Commission.
