In the event any person is delinquent in the payment of any lawfully assessed water or sewer service fee or charge, lease or other contractual obligation due the Village, sales tax, real estate tax or special assessment, or has incurred any outstanding liens in favor of the Village, or owes any fines in connection with any ordinance violations prosecuted in the name of the Village of Glen Carbon, then in any such event, no license, lease, contractual agreement or permit shall be issued to any such person by or on behalf of the Village until such debt or obligation, together with any appropriate penalty, is fully paid. Such delinquencies shall also be sufficient cause for suspension or revocation of any license, lease, contractual agreement or permit in accordance with the administrative procedures established by this Code. “Person” as used herein shall include any individual, corporation, association, partnership, trust or other legal entity. The obligation of any manager or agent of any business or real property shall also be considered the obligation of the persons who own that business or property. (Ord. 2019-26, 7-23-2019)
