11-3-3: PRELIMINARY PLAT CONCEPT PLAN:
   A.   General Procedure: Before preparing a proposed plat for an area, the owner, developer, or their representative should have a preapplication meeting with the building and zoning department and public works department to determine applicable ordinance regulations and standards which must be addressed. After the preapplication meeting(s), the subdivider should then prepare a concept plan for the proposed subdivision. The concept plan shall be submitted to the building and zoning department. After concept plan review the subdivider should then prepare the preliminary plat or plan, as defined in this subdivision control ordinance. The preliminary plat cannot be considered as filed until all required data is submitted. (Ord. 2012-11, 3-13-2012)
