In interpreting the intended meanings of terminology used in this title, the following rules shall be observed:
A. Unless the context clearly indicates otherwise, words and phrases shall have the meanings respectively ascribed to them in section 11-2-2 of this chapter; terms not defined in section 11-2-2 of this chapter shall have the meanings respectively ascribed to them in the village zoning ordinance; if any term is not defined either in section 11-2-2 of this chapter or in the zoning ordinance, said term shall have its standard English dictionary meaning.
B. Words denoting the masculine gender shall be deemed to include the feminine and neuter genders.
C. Words used in the present tense shall include the future tense.
D. Words used in the singular number shall include the plural number, and vice versa unless the context clearly indicates otherwise.
E. The word "shall" is mandatory; the word "may" is discretionary.
F. The term "village" (when used alone or in conjunction with another word or words) shall mean the village of Glen Carbon, Illinois.
G. Captions (i.e., titles of sections, subsections, etc.) are intended merely to facilitate general reference and in no way limit the substantive application of the provisions set forth thereunder.
H. References to sections shall be deemed to include all subsections within that section; but a reference to a particular subsection designates only that subsection.
I. The word "person" includes a firm, association, organization, partnership, trust, company or corporation as well as an individual.
J. The words "used" or "occupied" include the words "intended", "designed", or "arranged to be used or occupied" and "constructed", "altered", "converted", "rented", "leased", or "intended to be used". (Ord. 2012-11, 3-13-2012)
