11-1-7: INTERPRETATION; SEVERABILITY:
   A.   Interpretation: In their interpretation and application, the provisions of these regulations shall be held to be the minimum requirements for the promotion of the public health, safety, and general welfare. These regulations shall be construed broadly to promote the purposes for which they are adopted.
      1.   Public Provisions: These regulations are not intended to interfere with, abrogate, or annul any other ordinance, rule or regulation, statute, or other provision of law except as provided in these regulations. Where any provision of these regulations imposes restrictions different from those imposed by any other provision of these regulations or any other ordinance, rule or regulation, or other provision of law, the provision which is more restrictive or imposes higher standards shall control.
      2.   Private Provisions: These regulations are not intended to abrogate any easement, covenant or any other private agreement or restriction; provided, that where the provisions of these regulations are more restrictive or impose higher standards or regulations than such easement, covenant, or other private agreement or restriction, the requirements of these regulations shall govern.
   B.   Severability: The phrases, clauses, sentences, paragraphs, and sections of this title are severable, and if any phrase, clause, sentence, paragraph, or section of this title shall be declared unconstitutional or otherwise unlawful by the valid judgment, decree, or injunction order of a court of competent jurisdiction, such ruling shall not affect any of the remaining phrases, clauses, sentences, paragraphs, and sections of this title. In the event that, contrary to the policies, interests, and values of the village, a court of competent jurisdiction issues a judgment, decree, or injunction order that this title, or any part thereof, is unconstitutional or otherwise unlawful because of any omission or prohibition in this title, then all provisions of this title not specifically declared to be unconstitutional or otherwise unlawful shall remain in full force and effect. In the event that judgment, decree, or injunction order declaring all or a portion of this title to be unconstitutional or otherwise unlawful is reversed or vacated by a court of competent jurisdiction, the provisions contained in this title shall remain in full force and effect.
