In the event of any conflict between the provisions of this chapter pertaining to sign regulations and the Constitution of the United States, the Constitution of the State of Illinois or the State Statutes of the State of Illinois such conflict shall be resolved in a manner so that the Constitution of the United States, the Constitution of the State of Illinois or the State Statutes of the State of Illinois, as the case may be, shall prevail. Any provision of this chapter pertaining to sign regulations that may create such a conflict in the opinion of a court of competent jurisdiction shall be deemed null and void and the legislative intent of the Board of Trustees of the Village of Glen Carbon is that all remaining provisions of this chapter pertaining to sign regulations shall remain in full force and effect.
