In the event the extension of any water main is not feasible pursuant to normal Village financing, then the Village Board may, if it deems advisable, authorize and empower the President and Village Clerk to enter into a contract in behalf of the Village for the extension of a water main with any party interested therein, whereby the costs for said extension or any part thereof may be advanced by the party interested. The contract shall provide for a reimbursement of said monies advanced by a credit toward future tap-ons and/or a credit against future water bills in any amounts or proportions that the Village Board sees fit. Any such extensions and improvements shall be made under the full and complete supervision and authority of the Village and shall immediately become the property of the Village.
