Any person, firm, corporation, association, agent or legal representative violating the provisions of this chapter shall be punishable as provided in section 1-4-1 of this code, and each day that the violation continues shall be deemed a separate offense. A determination by a court that a violation of this chapter has taken place and the assessment of a penalty thereof shall not preclude the village from seeking a recovery of any unpaid charges, fees or other sums due the village under this chapter or other ordinances because of the furnishing by the village of its utility services.
