Fees and charges for water distribution system and sewage system expansion and extension shall be as follows:
A. Application For Expansion or Extension; Compliance with Provisions:
1. No person shall make any connection to either the water distribution system or to the sewage system of the Village, for the construction of lines to serve additional users of the systems, except on written application to the Village, and compliance with the water and sewer use ordinances of the Village, and statutes, rules and regulations of the State of Illinois and the Illinois Environmental Protection Agency.
2. The applicant for water and sewer extensions shall furnish to the Village Board and Director of Public Works plans and specifications of the proposed extension prepared by a registered professional engineer.
B. Fees And Charges Established:
1. Water System Extension: The fee for connection to the water distribution system for the construction of an extension of water supply line shall be the actual cost of labor and/or materials, if any, furnished by the Village.
2. Sewer System Extension: The fee for connection to the sewage system for the construction of an extension of wastewater collection line shall be the in the amount as shown on the Schedule of Fees found in Section 1-16-1 of the Village Code, if any, furnished by the Village.
3. Repair and Replacement of Extensions: The fees and charges for repair or replacement of extensions of water distribution and sewage system lines, mains, meters, fixtures, and equipment, which repairs, or replacements were required because of user’s misconduct or negligence, shall be in the amount as shown on the Schedule of Fees found in Section 1-16-1 of the Village Code the lines, meters, fixtures, and equipment. Said fee or charge shall be paid by the user within twenty (20) days after a statement of cost of labor and/or materials is furnished to the user.
C. Donations Accepted as Payment: The Village may accept a donation of construction, expansion or extension of water distribution lines, meters, fixtures and equipment and wastewater collection lines, fixtures, and equipment of the system in lieu of all or part of the connection charges established by this chapter.
