8-1-3: SPECIFICATIONS, RULES AND REGULATIONS; RIGHT OF ACCESS:
   A.   Rules, Regulations And Specifications: The president and board of trustees are hereby authorized to make such rules and regulations consistent with this chapter for the connections to the water distribution and sewerage system, specifying the types, location and sizes of lines and all the other appurtenances and extensions thereto, and amend the same from time to time as may be deemed necessary. All service lines and connections to the combined water distribution and sewage systems shall comply with the said specifications and rules for connection to the water distribution and sewage system or shall be subject to a penalty as hereinafter provided.
   B.   Right Of Access: Employees of the water distribution and sewage system shall have the right of access to any premises served by the combined water distribution and sewage system for the purpose of reading water meters at the regular prescribed intervals or for the purpose of making inspections in order to maintain in good condition and provide for the protection of said combined system and the efficient management thereof. Any person refusing the right to permit the said employees of the water distribution and sewage system the above described right of access to his premises shall be subject to discontinuance and cessation of utility services until the required opportunity to inspect is accorded the officers and employees of the village.       1.   Use Inspection: The village and its employees and the Illinois environmental protection agency shall have ready access at all reasonable times to the premises, places or buildings where water service is supplied for the purpose of inspecting, examining and testing the consumption, use and flow of water, and it shall be unlawful for any person to interfere with, prevent or obstruct the village or its duly authorized agent or the Illinois environmental protection agency in its duties hereunder. Every user of the system shall accept the conditions prescribed in this section.
   C.   Limitations On Inspections: The department of public works and other duly authorized employees of the village and the Illinois environmental protection agency, bearing proper credentials and identification, shall be permitted to enter all properties for the purposes of inspection, observation, measurement, sampling, and testing in accordance with the provisions of this section. The department of public works or representatives shall have no authority to inquire into any processes, including metallurgical, chemical, oil refining, ceramic, paper, or other industries beyond that point having a direct bearing on the kind and source of discharge to the sewers or waterway or facilities for waste treatment.
   D.   Safety And Liability: While performing the necessary work on private properties referred to in subsection C of this section, the department of public works or duly authorized employees of the village and the Illinois environmental protection agency shall observe all safety rules applicable to the premises established by the company and the company shall be held harmless for injury or death to the village employees and the village shall indemnify the company against liability claims and demands for personal injury or property damage asserted against the company and growing out of the gauging and sampling operation, except as such may be caused by negligence or failure of the company to maintain conditions as required in article IV section 9.
   E.   Entering Private Property: The department of public works and other duly authorized employees of the village bearing proper credentials and identification shall be permitted to enter all private properties through which there holds a duly negotiated easement for the purposes of, but not limited to, inspection, observation, measurement, sampling, repair, and maintenance of any portion of the waterworks lying within said easement. All entry and subsequent work, if any, on said easement, shall be done in full accordance with the terms of the duly negotiated easement pertaining to the private property involved.
