It is the policy of the village that the public water supply distribution system and the wastewater collection and treatment system shall be operated and maintained as a combined water supply and wastewater system. The village president, public works committees and personnel, the attorney and the village's other agents and employees are hereby authorized and directed to implement and carry this policy into effect in the manner provided by law.
