A. Interpretation: This title shall be so interpreted and construed as to effectuate its general purpose to make uniform the laws of those local authorities which enact it.
B. Scope: This title shall not have a retroactive effect and shall not apply to any traffic accident, or any cause of action arising out of a traffic accident, or judgment arising therefrom, or to any violation of this title occurring prior to the effective date hereof. (Ord. 469, 1-2-1972)
