Any person, firm or corporation violating any provision of this Chapter shall be punished by a fine in the amount as shown in the Schedule of Fees found in Section 1-16-1 of the Village Code. Should the same person, firm or corporation violate any provision of this Chapter within twelve (12) months following a previous offense, said person, firm or corporation shall be punished by a fine in the amount as shown in the Schedule of Fees found in 1-16-1 of the Village Code. Failure to pay the fine imposed by this Section within twenty-one (21) days of the issuance of a citation for a parking violation shall be considered a separate offense, “Failure to Pay”, and shall subject the person, firm or corporation committing that violation to the penalty as provided by Section 1-4-1 of this Code, a separate offense shall be deemed committed on each day during or on which a parking violation occurs or continues.
