Any person or entity seeking the siting approval of a regional pollution control facility consisting of or including a solid waste or hazardous waste landfill to be located within one and one-half (11/2) miles of the corporate limits of the Village shall establish an escrow account under the care and for the use of the Village in an amount of money sufficient for the purposes stated herein.
