It shall be unlawful for any junk dealer to collect, obtain, possess or pick up any recyclable item placed for collection in front of a residence as part of the village recycling program. All junk dealer licenses issued within the village shall contain a statement in regard to the aforementioned restriction, as well as a statement advising the licensee of the boundaries of the areas within the village in which the village's recycling program is being conducted.
