3-5-1: DEFINITION:

For purposes of this chapter, a "junk dealer" shall be defined as any person, firm or corporation who collects, procures, obtains and/or sells items which have been discarded, thrown away or set out for collection by the village garbage collection contractor, or any other garbage collection service.
