No person shall engage in soliciting persons in residences within the village without first having obtained a certificate of registration as provided in this chapter. Each person engaged in the solicitation process is required to obtain a certificate. No corporate or group certificate is authorized. Residents of the village who are students of Community Unit District Seven or students in parochial schools of the village or district do not require a certificate when soliciting for school, church or fraternal organizations such as their school, church youth group, Boy Scouts of America, Girl Scouts of America, little league, or similar organization.
