1-6-5: COMMITTEES:
   A.   Standing Committees: The membership of the following standing committees shall be appointed by the president, from the members of the board of trustees and with the advice and consent of the village board of trustees, on the first regular meeting of the village in the month of May or as soon thereafter as practicable; vacancies may be filled at any time in the same manner:
      1.   Building and development committee, three (3) members.
The committee reviews and makes recommendations on the following: proposed site plans for commercial development; preliminary and final plats for all residential and commercial subdivisions; annexation requests; special use permits for planned developments; development agreements for new developments; village owned Main Street property development; review of proposed ordinance changes to the zoning ordinance and subdivision control ordinance; review requests for tourism funds; and deals with issues involving economic development, including "the alliance of Edwardsville-Glen Carbon". The committee will also review other issues as assigned by the village president or board of trustees.
      2.   Finance and administration committee, three (3) members.
The finance and administration committee reviews, approves and forwards to the board for board action all finance and administrative related items such as contracts, agreements, debt issuance, disbursements, purchases, transfers, banking, policy review, personnel matters, insurance and other costs, budget review, etc. The committee will also review other issues as assigned by the village president or board of trustees.
      3.   Public safety committee, three (3) members.
The public safety committee addresses issues that affect the general safety of the public, initiates and reviews ordinances pertaining to public safety and health, and has general oversight of the police department of the village. The committee will also review other issues as assigned by the village president or board of trustees.
      4.   Public services committee, three (3) members.
The purpose of the committee is to oversee the administrative and/or operational matters of the public works department and provide direction and/or receive recommendations from the PWD or others for all items placed on the meeting agenda. The functions include streets, parks, water/sewer, and other functions overseen by the PWD such as solid waste, motor fuel tax, cemetery, capitol projects - change orders, PWD departmental budgeting, personnel matters, etc. This committee also deals with all properties and buildings owned by the village. The committee will also review other issues as assigned by the village president or board of trustees. (Ord. 2008-26, 11-25-2008)
   B.   Other Committees: The president may create such other committees and make appointments as he deems necessary with the advice and consent of the village board of trustees. (2001 Code)
