It shall be unlawful for any person, firm or corporation to conduct raffles or chances within the village unless the person, firm or corporation has first obtained a valid license issued in accordance with the provisions of this chapter. No license shall be required nor fee charged where the aggregate retail value of all prizes or merchandise awarded by a licensee in a single raffle is less than one thousand dollars ($1,000.00).
