3-2-25: REPORTS OF PLANNED EVENTS:
Not less than ten (10) calendar days prior to all special and/or planned events to be held at any liquor licensed establishments or entities (including special daily licensed groups or organizations) where more than one hundred fifty (150) persons are expected to attend, in addition to normal and expected patronage levels, other than as exempted in subsequent provisions herein, the owner or a duly authorized agent of all such establishments or entities shall provide the liquor commissioner, through the police chief, with the following information pertaining to the event(s):
   A.   The name(s) of the sponsor(s) of the planned event.
   B.   The sponsored event contact person(s).
   C.   The contact person(s) for the licensed establishment or entity.
   D.   The date of the planned event(s).
   E.   The number of persons expected to attend.
   F.   Whether or not musical or other entertainment will be part of the event(s).
   G.   Whether or not private security will be provided and the name of the security firm, if applicable.
   H.   Whether or not special motor vehicle parking arrangements will be necessary and/or have been made or will be made with adjacent property owners.
   I.   Assurance that the licensed establishment's liquor license classification allows such events and that all required bonds and insurance policies are in force and will be in force on the date(s) of the planned event(s). This shall include, but not necessarily limited to, insurance pertaining to a liquor licensed establishment.
   J.   Evidence that the licensed establishment has legal occupant capacity as set forth by applicable fire codes.
Reports as set forth herein may be required on forms furnished by the liquor commissioner through the police department.
In addition to provision of the information required as set forth above and all other provisions of this code, all licensees may be required to ensure the presence of specially assigned police officers and/or private security personnel during the event and reasonable times before and after the event, as determined by the police chief, after appropriate and reasonable evaluation, in consultation with the liquor commissioner and others.
Exception: Nothing herein is intended to require any licensee to furnish the information set forth above for events of the following nature where the attendance is based on a guest or restricted invitation list provided by the person(s) or entity renting, leasing, sponsoring the event or otherwise in use of the liquor licensed establishment or a part of such facility provided the person(s) or entity can provide upon demand the number of invitations issued and certify, if required, that open advertising, publicity and/or announcements of the event or activity have not been utilized in furthering attendance at the event or activity:
   A.   Wedding receptions, wedding anniversary parties, birthday celebrations, graduation parties, christening or baptism celebrations, other religious events, postfuneral or memorial events or wakes, and
   B.   Employment anniversary recognition events, awards ceremonies, and
   C.   Seminars, conferences and educational programs or presentations conducted during normal business hours, and
   D.   Any event including those listed herein where alcoholic beverages are not sold or served. (Ord. 2012-32, 8-28-2012)
