3-2-19: SPECIAL PERMITS:
   A.   Licensees; Special Event Use Permit:
      1.   The Local Liquor Control Commissioner is authorized and empowered to grant and issue to any person, corporation, or association who holds a valid license to sell at retail alcoholic liquors, issued by the Illinois Liquor Control Commission, a permit authorizing the person to sell alcoholic liquor, at a particular place or premises to be described in the permit, in conjunction with a special event, for the period not to exceed four (4) days, which days are to be specified in the permit, upon the payment by the applicant for the permit to the Local Liquor Control Commissioner of a permit fee in the amount as shown on the Schedule of Fees found in Section 1-16-1 of the Village Code per day, which fee shall forthwith be paid by the Local Liquor Control Commissioner to the Village Treasurer. No person, corporation, or association shall be issued permits that would authorize the sale of alcoholic liquor for more than an aggregate of four (4) days during any one calendar year.
      2.   Upon proof being made to the Local Liquor Control Commissioner that no alcoholic liquor or other beverage was sold or offered for sale pursuant to the permit on the day and at the place named in the special permit, the Commissioner may issue to the same person named in the permit a new permit for the period that was not used for sale on the original permit, at the same premises or location, without any additional fee being paid by the person, and upon the surrender and cancellation of the original permit.
   B.   Non-license Holders; Special Events: Upon application, in form prescribed by the local liquor control commissioner, and investigation and meeting all requirements for said event, a special events permit may be issued to the following non-license holders:
      1.   Village of Glen Carbon (Village-sponsored event).
      2.   A not-for-profit corporation.
      3.   Religious organization.
      4.   Charitable organization; provided, however, that approval of a special event permit to any of the foregoing non-license holders shall be approved as follows:
         a.   Use of public parks or public property must be approved in writing by the Village.
         b.   Any special event in any public park or on public property will be under the control and authority of the Village Board.
         c.   All special event permits are subject to final approval by the Local Liquor Control Commissioner.
         d.   Fees for non-license holder special events permits shall be in the amount as shown in the Schedule of Fees found in Section 1-16-1 of the Village Code, unless specifically authorized by the Local Liquor Control Commissioner. (Ord. 2010-14, 5-25-2010; amd. Ord. 2021-23, 7-27-2021)
