3-2-7: INVESTIGATIONS AND EXAMINATIONS; ISSUANCE OF LICENSE:
   A.   Investigation Of Applicant; Issuance Of License: The local liquor control commissioner shall investigate all applications for a local retail liquor license and may examine each applicant as to his qualifications therefor and shall thereafter grant or deny a retail liquor license for each applicant. The local liquor control commissioner is authorized to grant and issue and revoke licenses to sell at retail, and to keep and offer for sale at retail, alcoholic liquors within the corporate limits and territory of the village upon the conditions and in the manner provided by this chapter and state law relating to alcoholic liquor, and not otherwise. The license shall be in writing and shall be signed by the local liquor control commissioner.
   B.   Examination Of Applicants And Licensees: The local liquor control commissioner shall have a right to examine or cause to be examined, under oath, any applicant for a license or for the renewal thereof, or any licensee upon whom notice of revocation has been served in the manner provided by law, and to examine, or cause to be examined, the books and records of any applicant or licensee; to hear testimony and take proofs for his information in the performance of his duties and for this purpose to issue subpoenas, as provided by law. For the purpose of obtaining any information desired by the local liquor control commissioner under this subsection, he may authorize his agent or investigator to act on his behalf.
