1-6-1: PRESIDENT:
   A.   Powers And Duties Generally: The president shall have those powers and duties as set out by Illinois law, and the president shall make all appointments with the advice and consent of the village board of trustees. The president shall be the presiding officer of all regular, special, and emergency meetings of the board of trustees and at all times when the board meets as a committee of the whole. (2001 Code)
   B.   Emergency Powers:
      1.   Emergency Powers Granted: The village president or the president pro tem is hereby granted the extraordinary power and authority to exercise, by executive order, during a state of emergency, such of the powers of the corporate authorities as may be reasonably necessary to respond to an emergency, and to exercise such additional emergency powers as may be granted by statutory authority of 65 Illinois Compiled Statutes 5/11-1-6, as from time to time amended.
      2.   Standards For Emergency: The standards hereby established for the determination by the president when a state of emergency exists are as follows:
         a.   The emergency must be of such an exigent nature that it cannot be adequately addressed within the time period for giving statutory notice and holding of a special meeting.
         b.   The emergency must be of such an exigent nature that the failure to take emergency action would substantially jeopardize the public health, safety or welfare, or would substantially harm public or private property.
      3.   Statement Required: The president shall not exercise such extraordinary emergency powers and authority until he or she has signed, under oath, a statement finding that the above standards have been met and setting forth, in detail, the facts to substantiate such findings, describing the nature of the emergency, and declaring that a state of emergency exists. Said statement shall be filed with the village clerk as soon as practicable after same has been executed.
      4.   Expiration Of Emergency: A state of emergency, declared as provided in this subsection, shall expire not later than the adjournment of the first regular meeting of the corporate authorities after the state of emergency is declared.
      5.   Board Notified Of Emergency: As soon as practicable, either before or after a state of emergency is declared, the president shall make a reasonable effort to notify each member of the board of trustees of his actions taken pursuant to this subsection. (Ord. 2001-12, 3-27-2001)
   C.   Compensation:
      1.   Effective May 1, 2013, the salary of the president of the village of Glen Carbon, Illinois, shall be twelve thousand dollars ($12,000.00) per year.
      2.   The president shall receive reimbursement for any reasonable actual expenses incurred by said officer in the performance of his or her duties. (Ord. 2012-42, 10-23-2012)
   D.   President Pro Tem: If the president is temporarily absent because of an incapacity to perform official duties, but the incapacity does not create a vacancy in the office, the board of trustees shall elect one of their members to act as president pro tem. The president pro tem, during this absence or disability, shall perform the duties and possess all the rights and powers of the president but shall not be entitled to vote both as president pro tem and as trustee.
If the president is absent from a meeting, the board of trustees may elect one of their members to act as a temporary chairman. The temporary chairman shall have only the powers of a presiding officer and a right to vote only in the capacity as trustee on any ordinance, resolution, or motion. (Ord. 2007-11, 5-22-2007)
