Following the adoption of the comprehensive plan in the manner prescribed in this chapter, no map or plat of any subdivision presented for record, affecting land within the corporate limits of the village or in territory not more than one and one-half (11/2) miles from such limits and not included in any other municipality, shall be entitled to record or shall be valid unless reviewed by the planning and zoning commission for conformity with appropriate ordinances and requirements applicable to the comprehensive plan.
