The planning and zoning commission shall consist of seven (7) members and a chairman to be appointed by the president of the village board with the approval of the board of trustees. The chairman shall call for meetings as needed and shall preserve order at the meetings. The chairman shall have no right to vote at any meeting. If the chairman is unable to serve at any given meeting, a chairman pro tem shall be elected by the commission members to serve as chairman pro tem for that meeting. The chairman pro tem may make a motion or second a motion while serving as chairman pro tem and shall vote as a member but shall not have a second vote as chairman pro tem to break a tie or for any other purpose.
