§ 151.104 SERVICE OF NOTICES, REPORTS AND THE LIKE.
   (A)   Service of notices or reports. Reports or notices issued by the Building Inspector pursuant thereto, shall be served upon persons either personally or by registered mail or by certified mail to the last known address of the person.
   (B)   Service of complaints or orders.
      (1)   Complaints or orders shall be served upon persons either personally, or by registered mail, or by certified mail, but if the whereabouts of any person is unknown and the same cannot be ascertained by the Building Inspector in the exercise of reasonable diligence, and the Building Inspector shall make an affidavit to that effect, then the serving of a complaint or order upon that person may be made by publishing the same once a week for two successive weeks in a newspaper of general circulation in the city, service being deemed complete upon the date of the last publication.
      (2)   A copy of the complaint or order shall be recorded in the office of the Circuit Clerk of the county wherein the dwelling or building is located.
