No person shall occupy as owner-occupant or let to another for occupancy any dwelling or dwelling unit, for the purpose of living, sleeping, cooking or eating therein, which does not comply with the requirements of the adopted Property Maintenance Code, nor shall any person use as owner or user or let to another for use of any kind, any building which is unfit and unsafe as determined by the standards of this subchapter.
