This subchapter shall not be construed to relieve from or lessen the responsibility of any person, owning, operating or installing any electrical wires, appliances, apparatus, construction or equipment for damages to anyone injured by any defect therein; nor shall the city, or any agent thereof, be held as assuming any such liability by reason of the inspection authorized herein, or the certificate of inspection issued by the Electrical Inspector.
